You will have to build elements in the three regions of the city in order to complete the characteristic cards you have in hand. A good combination of tile placement and card management can result in some very impactful turns, where multiple cards are completed and the city expands. Interaction between players is important, as all players build on the same board and can take advantage of what other players have built in their previous turns.
